Initially,thesubsidiesweresetat$3billion,whichwouldhavecostthestate$231,000perjobcreated(undertheassumptionof13,000jobs).[11]ThecostofthesubsidieswerehigherthanyearlystatefundingfortheUniversityofWisconsinsystemandthestateprisons.[11]Otherestimatesofthesubsidiesgoashighas$4.8billion,whichmeantthatthecostofthesubsidyperjob(assuming13,000jobs)wasmorethan$346,000.[9]Dependingonhowmanyjobswerecreated,thecostperjobwouldhavegoneashighasmorethanamilliondollars.[5]ThiscontraststoanaveragesubsidyintheUSofaround$24,000perjob.[4] WalkerexemptedthefirmfromWisconsin'senvironmentalrulesregardingwetlandsandstreams.[21][8]WalkerandtheTrumpadministrationrolledbackairpollutionlimitsintheareaoftheplant,overrulingobjectionsofEnvironmentalProtectionAgencystaff.[5][9][22]TherulesregardinglimitswouldhaverequiredFoxconntoinstallmoreeffectivepollution-controlequipment,scalebackproductionormakeemissions-tradingagreementswithcleanerfacilities.[23]Theplantwasestimatedtocontributesignificantlytoairpollutionintheregion.[24]EnvironmentalistscriticizedthedecisiontoallowFoxconntodraw7 Attheendof2018,Foxconndidnotqualifyfor$10millioninsubsidies,asitcreatedonly156ofthe260jobsrequiredundertheagreement.[26]In2019,anauditfoundthatFoxconnonlyemployed113full-timeworkersofthe189workersclaimedmetthecriteriainthecontract.[27]In2020,theWisconsinEconomicDevelopmentCorp.(WEDC)determinedFoxconnwouldnotreceivetaxcreditsforworkdonein2019,sayingithiredonly281tax-eligibleemployees,didnotcarryouttheGen10.5LCDproject,andonlymade$300millionincapitalexpenditures.[28]Thecompanycounteredbyclaimingithiredmorethantheminimumfortaxcreditsof520eligiblefull-timeworkersandthatithadinvested$750million.[29]WEDCdoesnotexpectFoxconntofulfillitscompliancewiththestateagreementtoqualifyforfiscalyears2021through2023accordingtothebudgetpreparedbytheWisconsinDepartmentofAdministration.[30]Discussionswereheldonnegotiatingthecontractbutreachinganewagreementwasaslowprocess.[31][32]Underanewsix-yearagreementannouncedinApril2021,Foxconnwillreduceitsplannedinvestmentto$672millionwith1,454newjobs.[33]Taxcreditsavailablefortheprojectarereducedto$8million.[20]Thenewagreement,inlinewiththoseavailabletoanycompany,hasnospecificrequirementonwhatFoxconnwillmake.[34]ThechangesintheprojectscopeinthenewagreementprovidesflexibilityforFoxconninusingtheirfacilities.[35]For2020,upto$29.1millionintaxcreditscouldbereceivedbythecompanywiththehiringofatleast601full-timeworkersalongwithcertaincapitalinvestmentrequirements.[36]Thecompanymetsufficientjobcreationandinvestmentbenchmarksin2020andqualifiedforthetaxcreditsfromthestateaccordingtoWEDC'sdeterminationinDecember2021.[37]
