How to report abusive behavior on Twitter

Whycan’tTwitterblockanaccountfrommakingnewaccounts?   IPblockingisgenerallyineffectiveatstoppingunwantedbehavior,andmayfalselypreventlegitimateaccountsfromaccessingourservice. IPaddressesarecommonlysharedbymanyaccountsinavarietyoflocations,meaningthatblockingasingleIPmaypreventalargenumberofunconnectedaccountsfromloggingintoTwitter.Inaddition,IPaddressesareeasytochangeandblockscanbeeasilycircumventedbylogginginfromadifferentlocation,athird-partyservice,oroneofmanyfreewebsitesorapplications.
